Emergency Trauma Fund Program Overview
The Emergency Trauma Fund provides financial assistance to emergency and trauma providers for qualifying uninsured and uncollectible patient accounts. Providers seeking participation must complete the application process and satisfy program eligibility requirements before claims may be considered for funding.
To participate in the Emergency Trauma Fund (ETF) program, the provider must first submit a completed application and maintain a fully executed HIPAA agreement with ETF. ETF will also accept a provider’s existing HIPAA agreement. ETF retains sole discretion in determining whether a claim qualifies for funding consideration.
Funding consideration is limited to emergency and trauma patients who have no other viable source of payment. Providers must use best efforts to verify that no private insurance, health plan, federal program, governmental benefit, or other third-party payment source is available. Eligible claims must meet all of the following criteria:
- The patient is unable or unwilling to pay for services rendered.
- The patient had no private health insurance or other coverage at the time services were provided.
- The patient is not eligible for or covered by Medicare, Medicaid, Medi-Cal, Veterans Affairs (VA), or any other federally or state-funded healthcare program.
